The Utkal University – Bhubaneswar established in the year 1943, is the seventeenth oldest University in India. Utkal University – Bhubaneswar present campus at Vani Vihar, Bhubaneswar is located on a sprawling 399.9 Acre area in the heart of Bhubaneswar, with the Sainik School to its north, National High way No.5 to its south, Regional Research Laboratory and Institute of Physics to its west and the South Eastern Railway line to its east.
The Foundation stone of this Utkal University – Bhubaneswar Campus was laid by Dr. Rajendra Prasad, the first President of India on 1st January 1958 and the Campus was inaugurated by Dr. S. Radhakrishnan, the second President of India on 2nd January 1963. This is a teaching-cum-affiliating University. There are at present twenty-seven Post-Graduate Departments located in the Utkal University – Bhubaneswar Campus for Post-Graduate studies and research in various disciplines of Science, Humanities , Business Administration, Social Science, Law and Commerce. The total number of students in the P.G. Department of the Utkal University – Bhubaneswar campus at Vani Vihar is nearly 3,000. This is in fact the largest affiliating Utkal University – Bhubaneswar in the country with approximately 267 affiliated Colleges (Degree Colleges-219, Professional College-44, Other Constituent Colleges-2) under its jurisdiction.
The Utkal University – Bhubaneswar is governed as per the provisions of ORISSA Universities Act 1989 and ORISSA Universities First Statutes 1990. The Governor of ORISSA is the Chancellor of the University. The Utkal University – Bhubaneswar has now the jurisdiction over 9 districts, viz, Angul, Cuttack, Dhenkanal, Jajpur, Jagatsinghpur, Kendrapara, Khurda, Nayagarh and Puri and is spread over an area of 24,973 sq. kilometers catering to the needs of higher education of a population of more than 110 lakhs.
At present the Utkal University – Bhubaneswar has twenty-seven Post-Graduate teaching and research departments located within the campus and three constituent Institutions, viz. Directorate of Distance and Continuing Education, University Law College at Vani Vihar and M.S. Law College at Cuttack. Besides the regular courses, twenty-six sponsored courses are offered under the direct academic control of the P.G. Council of the University.
The Utkal University – Bhubaneswar has a guest house to give residential facility to the special guests of the University. The guest house is having 24 hour electricity and water as well as all other accommodation facilities. The Utkal University – Bhubaneswar Library was established in 1946. The Library of the Utkal University – Bhubaneswar is named as "PARIJA LIBRARY" in the memory of late Dr. Pranakrishna Parija, the first Vice-Chancellor of the University and Scientist of international repute. As per rules laid down in the Statutes of the University the Library Committee has been constituted and it deals with general administration of the Library. The Committee also frames relevant rules subject to approval of the authorities of the University. There are twenty-four Departmental Libraries under the different Post-Graduate Departments of the Utkal University – Bhubaneswar.
To facilitate the function and discharge of duties of P.G. Council. The Utkal University – Bhubaneswar, though not a completely residential one, provides residential facilities to the students in the hostels. All the hostels are supervised by the Superintendent and Assistant Superintendent and coordinated by the warden. There is a Board of Residence to determine the matters relating to general policy and administration of the Hostels from time to time. The Board of Residence consists of the Warden, Chairperson, P.G. Council, all the Superintendents and Assistant Superintendents.At present there are eleven hostels inside the campus., six for gents and four for ladies as detailed below. Every hostel has a common room where boarders are provided with news papers, periodicals and television etc. Common mess facility exists in all hostels of Utkal University – Bhubaneswar.
